Agents didn't exist at all until Operation Shattered Web launched on November 18, 2019, which was the first time in the game's history that both T and CT sides got character skins at once. Since then, two more collections have added T-side Agents: Operation Broken Fang (December 3, 2020) and Operation Riptide (September 21, 2021). Add it up and there are exactly 34 T-side Agents total, split 12/12/10 across the three collections.

The original path required buying that Operation's paid Operation Pass, then playing missions to earn stars and spend them on specific rewards, Agents included — it was never a free unlock. That path closed for good once each Operation ended, and Valve hasn't run a new Operation with fresh Agents since Riptide.
